Wings Over Scotland

We’re going to take our own advice, chill out for a few days and enjoy the show as the No Surrender Tories desperately try to Frankenstein some sort of hilarious government together. There’s nothing much anyone can do to advance the cause of independence right now, there’s no urgent crisis in need of addressing, everybody’s pretty frazzled and crotchety, and a wee bit of downtime is probably the best thing for everyone.

It seems a better plan, at any rate, than running around panicking, screaming that SOMETHING MUST BE DONE IMMEDIATELY! or that nothing must be done ever again, that we must either declare UDI or give up on what many of us have believed in our whole lives and settle meekly for 2017’s feeble equivalent of The Vow – a shoddy, snivelling “soft Brexit” that’s not going to happen and would be awful even if it did.

Independence will still be here next week, folks. It’s not going anyplace. Obviously if anything dramatic should happen we’ll be on it, but otherwise we’ve got some movies and books and games and stuff to catch up on, and we recommend that you all do the same. Recharge your batteries. Smell the flowers. It’s been a long five years, frankly.

Alert readers may have noticed with barely-concealed disinterest that Scottish Labour have announced their intention to have another really hard think about devolution.

With Labour not looking like being in power at either Holyrood or Westminster for at least a decade, and their opinions therefore being about as relevant as our ideas as to who should play in the back four for Real Madrid next weekend, most papers treated the news with the gravitas it deserved, such as this report in the Sunday Post:

But we thought it might be a snappy idea to keep track of all the times the Unionist parties have promised that they’ve come up with the ultimate form of devo-X.

To be honest, readers, we gave up on taking any notice of David Torrance‘s mundane attempts at trolling in the Herald some time ago. But some alert readers pointed us towards this week’s column, suggesting that it was a bald rewriting of history some way beyond their usual bland irritancy.

This was the passage they objected to:

It’s curious that as the Scotland Bill negotiations deadlock drags on, well beyond its original deadline of 12 February and now hurtling headlong towards the extended 23 February one with no sign of progress on the horizon, that nobody is remarking on one of the most striking facets of the new devolution proposals.

Remember “pooling and sharing”, readers? Whatever happened to that?

It’s been a fair few months since we last documented the Daily Record’s increasingly panicky attempts to save its own hide over its infamous eve-of-referendum “Vow”.

In its growing desperation, the paper bizarrely turns today to First Minister Nicola Sturgeon, demanding that SHE should be the one to fulfil a promise that the Record made specifically in order to thwart Sturgeon’s lifelong goal of independence.

The groupthink of the Unionist commentariat is unfailingly a sight to behold. Barely a dozen weeks ago we drew attention to a seasonal crop of articles professing that the end of the SNP’s eight-year “honeymoon” was in sight, and that surely voters would surely tire at any moment of their supposed poor record in government.

But after the damage anticipated by the press from the Forth Bridge affair and another load of ham-fisted Labour attacks failed to materialise (defused in part by a set of excellent and significantly improved NHS waiting-time stats that must have had the BBC’s Eleanor Bradford weeping inconsolably into her clipboard), the pundit hive-mind has moved swiftly on to a new outlook: morose resignation.

A strange phenomenon we’ve remarked upon a few times since the independence referendum is the inexplicable undying rage of a certain subset of Unionist voters.

Having won the vote, a casual observer might expect them to be happy, but instead they appear to exist in a constant state of fury.

(Our own best guess is that they were expecting to triumph by a crushing margin of two or three to one – some fretted that it might only be a 20-point victory – and then suffered the double blow of a much closer result that kept the Yes movement very much alive coupled with a massive surge in SNP membership and support.)

A demented anti-SNP tactical-voting campaign for this year’s general election – led by, among others, a frothing ultra-Loyalist-nutter-type by the name of Andrew Skinner – recorded one of the most spectacular failures in history as the Nats captured 56 out of 59 Scottish seats, only narrowly missing the other three, and the party’s poll ratings have continued to rise since then.

So this week, Mr Skinner decided to try for a more manageable target.

For over two years now, this site has been warning that the UK government will take the earliest opportunity it thinks it can possibly get away with to abolish the Barnett Formula, the funding mechanism which the No campaign sold as the biggest benefit of Scotland remaining in the Union.

The Formula is hated almost everywhere else in the UK, by both politicians and the English (especially) public, who see it as an over-generous subsidy to the scrounging Jocks, and with the threat of independence theoretically removed after the referendum there’s very little protecting it.

Neither Labour nor the Tories – with just one Scottish MP each – would have much to lose politically from reducing Scottish funding by billions of pounds they could use to bribe swing voters in England instead. Barnett’s partial survival was the only solid commitment made in The Vow, but it’s set to be slashed by the Scotland Bill, and the smaller it gets the less resistance there will be to its total removal.

This week the House Of Lords made lots of headlines by highlighting the shambolic, half-baked state of the Bill, which hasn’t yet come up with a “fiscal framework” to replace the bulk of Barnett. But make no mistake – the Lords want it gone just as much as everyone else does.

The most interesting thing about those numbers is that as far as we can make out that’s the highest Yes figure Panelbase has ever returned for that question. (The last two times, for the Sunday Times in September and July, both came out 47-53.)
